I've never heard of this. It is truly sad that our country can spend billions on worthless pork barrel, but can't scrape together the funds to create the institutions our weakest citizens need. I have an adult autistic sister and getting the funds to actually care for her is insane. <BR/><BR/>Psycho Surgery is also the title of a killer Tourniquet album from the early 90's. :)Joshua C.
